Announcements 32nd NBC Meeting: The 32nd meeting of the National Biosafety Committee (NBC) was held on Friday 21st February 2025, at 11:00AM. The meeting took place at the Ministry of Climate Change and Environmental Coordination, Islamabad.      The First IBC Training on Pak-BCH Online Portal: We are pleased to announce the 1st Training for Institutional Biosafety Committees (IBCs) on the Pak-Biosafety Clearing-House (Pak-BCH) Online Portal, scheduled to take place on 3rd March 2025 Islamabad. This training aims to enhance the capacity of registered and notified IBCs by providing comprehensive guidance on the effective use of the Pak-BCH online portal. Participants will gain hands-on experience in navigating the platform, submitting applications, and ensuring compliance with biosafety regulations. Attendance is by invitation only and is limited to registered and notified IBCs. Further details regarding the venue, agenda, and participation guidelines will be shared with invited participants. Click here to read and Download.     Challan Form for Issuance of IP: Find the Challan Form for the Submission of Import Permit Fees here.     Attention IBCs: All public and private sector public and private sector organizations engaged in biotech related work are required to constitute IBC as per IBC notifications format 2024. Also, all the registered IBCs are requested to submit a one-page CV of IBC members. This is required to ensure compliance with NBC guidelines.     Import Permit Fee for GM Soybean as FFP: Importers are required to submit fee of Rs. 200,000 against each import permit application through demand draft as per the decision of the 31st NBC meeting held on 31st December 2024. Pakistan Biosafety Clearing House for Genetically Modified Organisms (GMOs) Regulations

In accordance with Article 20 of the Cartagena Protocol on Biosafety, the Biosafety Clearing-House (BCH) has been established to serve as an essential information exchange platform. The BCH aids parties in implementing the Protocol's provisions and facilitates the sharing of information and experiences related to Genetically/Living Modified Organisms (GMOs/LMOs)

  • Central Information Hub: The BCH acts as a “one-stop shop” for accessing and contributing biosafety-related information, helping governments make informed decisions regarding the importation or release of GMOs.
  • Facilitation of Scientific and Technical Cooperation: The BCH enhances scientific and technical cooperation by providing access to information on biosafety capacity-building activities. This promotes coordination and synergy among various initiatives
  • Support for Industry and Stakeholders: The BCH offers easy access to critical information for industry and other stakeholders. This includes details of national contacts, relevant laws and regulations governing GMO activities, and decisions and declarations made by parties, particularly concerning transboundary movements.

By using the BCH, government, industry, and stakeholders can effectively collaborate and share vital information, ensuring safe and informed practices in the handling of GMOs.

32nd NBC Meeting

The 32nd National Biosafety Committee (NBC) Meeting was held on February 21, 2025, at the Ministry of Climate Change & Environmental Coordination (MoCC & EC), chaired by the Secretary of MoCC & EC. Key Decisions & Approvals: GMO Approvals: The committee granted approvals for: 6 laboratory research projects 4 field trials 1 commercialization application 5 import applications for genetically modified (GM) soybean grain intended for Food, Feed, and Processing (FFP) Consensus-Based Decision-Making: All cases were unanimously endorsed following a thorough evaluation based on the Technical Advisory Committee (TAC) recommendations. The NBC remains committed to strengthening biosafety regulations, fostering scientific innovation, and ensuring responsible adoption of biotechnology advancements to support sustainable development.

39th TAC Meeting

The Pakistan Environmental Protection Agency (Pak-EPA) successfully hosted the 39th Technical Advisory Committee (TAC) meeting in a virtual format, chaired by the Director General, Pak-EPA. The session brought together key experts to discuss critical biosafety regulations and advancements. 🔹 Key Discussions: Streamlining the import process for GM soybean grain Finalizing SOPs for cross-bred GM varieties Reviewing 6 laboratory manipulation cases, 4 field trial proposals, and 1 commercialization case Evaluating 5 import applications for GM soybean grain (FFP purposes) The TAC’s recommendations will be presented at the upcoming National Biosafety Committee (NBC) meeting, reinforcing Pakistan’s commitment to biosafety compliance and sustainable agricultural progress.

31st NBC Meeting

The 31st meeting of the National Biosafety Committee (NBC) was held on December 31, 2024, at the Ministry of Climate Change and Environmental Coordination (MoCC & EC). Chaired by the Secretary MoCC & EC/Chairperson NBC, the meeting brought together members of the committee, including the Chairperson of the Technical Advisory Committee (TAC) and Director-General of the Pakistan Environmental Protection Agency (Pak-EPA).The agenda focused on reviewing cases related to Genetically Modified Organisms (GMOs), particularly applications from 16 importers seeking approval for the import of GM soybean grain for Food, Feed, or Processing (FFP). Based on the unanimous consensus of NBC members and recommendations from the TAC, all cases were approved. A detailed discussion about the import permit fee took place and all the members agreed that all importers will be required to pay a fee of 200,000PKR against each import application for GM Soybean grain for FFP through demand draft. This decision promises Pakistan's economic stability and commitment to global advancements in agricultural innovation.
