Announcements Enhancing Regional BCH Nodes: Online Training for Effective Biosafety Information Shari: An online training session organized by the Biosafety Clearing-House (BCH) on strengthening regional BCH nodes for more effective biosafety information sharing will be held on April 24, 2025.     The Third IBC Training on Pak-BCH Online Portal: We are pleased to announce the 3rd Training for Institutional Biosafety Committees (IBCs) on the Pak-Biosafety Clearing-House (Pak-BCH) Online Portal was successfully conducted on 22nd April 2025, Islamabad. The training aimed to build the capacity of registered and notified IBCs by equipping them with practical knowledge and skills for effectively using the Pak-BCH online portal. It provided hands-on experience in navigating the system, submitting applications, and maintaining compliance with biosafety regulations. Attendance was by invitation only and limited to registered and notified IBCs. Further details regarding the venue, agenda, and participation guidelines were shared with invited participants. Also, all the registered IBCs are requested to submit a one-page CV of IBC members. This is required to ensure compliance with NBC guidelines.     Import Permit Fee for GM Soybean as FFP: Importers are required to submit fee of Rs. 200,000 against each import permit application through demand draft as per the decision of the 31st NBC meeting held on 31st December 2024. Pakistan Biosafety Clearing House for Genetically Modified Organisms (GMOs) Regulations

In accordance with Article 20 of the Cartagena Protocol on Biosafety, the Biosafety Clearing-House (BCH) has been established to serve as an essential information exchange platform. The BCH aids parties in implementing the Protocol's provisions and facilitates the sharing of information and experiences related to Genetically/Living Modified Organisms (GMOs/LMOs)

  • Central Information Hub: The BCH acts as a “one-stop shop” for accessing and contributing biosafety-related information, helping governments make informed decisions regarding the importation or release of GMOs.
  • Facilitation of Scientific and Technical Cooperation: The BCH enhances scientific and technical cooperation by providing access to information on biosafety capacity-building activities. This promotes coordination and synergy among various initiatives
  • Support for Industry and Stakeholders: The BCH offers easy access to critical information for industry and other stakeholders. This includes details of national contacts, relevant laws and regulations governing GMO activities, and decisions and declarations made by parties, particularly concerning transboundary movements.

By using the BCH, government, industry, and stakeholders can effectively collaborate and share vital information, ensuring safe and informed practices in the handling of GMOs.

Training on Pakistan Biosafety Clearing House (Pak-BCH) web portal

The Pakistan Environmental Protection Agency (Pak-EPA) has successfully conducted three training sessions for Institutional Biosafety Committees (IBCs) on the use of the Pakistan Biosafety Clearing-House (Pak-BCH) portal for online application submission. These sessions are part of a nationwide effort to strengthen biosafety governance and fulfill Pakistan’s obligations under Article 20 of the Cartagena Protocol on Biosafety. The Pak-BCH portal serves as a centralized digital platform for managing applications related to Genetically Modified (GM) work. It facilitates streamlined, paperless, and transparent submission procedures, ensuring timely processing and compliance with biosafety regulations. The portal also provides updated information on biosafety guidelines, enhancing accessibility and awareness among stakeholders. All the notified IBCs across the country were successfully trained during these sessions. The trainings ensured that all users understood the process of online application submission of GM related applications: Laboratory manipulation work, field trial, commercialization and Food, Feed, and Processing (FFP). Participants were given step-by-step guidelines on how to navigate the portal, upload required documentation and ensure regulatory compliance. IBCs were strongly encouraged to submit their applications exclusively through the Pak-BCH portal, as physical submissions will no longer be accepted under the updated biosafety framework. The training sessions were marked by active participation, with attendees engaging in discussions, seeking clarification on procedural steps, and gaining hands-on experience with the portal’s functionalities. The Pak-BCH technical team addressed queries and provided comprehensive support throughout. Pak-BCH remains committed to enhancing biosafety capacity and regulatory efficiency through continued training and stakeholder engagement across the country.

32nd NBC Meeting

The 32nd National Biosafety Committee (NBC) Meeting was held on February 21, 2025, at the Ministry of Climate Change & Environmental Coordination (MoCC & EC), chaired by the Secretary of MoCC & EC. Key Decisions & Approvals: GMO Approvals: The committee granted approvals for: 6 laboratory research projects 4 field trials 1 commercialization application 5 import applications for genetically modified (GM) soybean grain intended for Food, Feed, and Processing (FFP) Consensus-Based Decision-Making: All cases were unanimously endorsed following a thorough evaluation based on the Technical Advisory Committee (TAC) recommendations. The NBC remains committed to strengthening biosafety regulations, fostering scientific innovation, and ensuring responsible adoption of biotechnology advancements to support sustainable development.

39th TAC Meeting

The Pakistan Environmental Protection Agency (Pak-EPA) successfully hosted the 39th Technical Advisory Committee (TAC) meeting in a virtual format, chaired by the Director General, Pak-EPA. The session brought together key experts to discuss critical biosafety regulations and advancements. 🔹 Key Discussions: Streamlining the import process for GM soybean grain Finalizing SOPs for cross-bred GM varieties Reviewing 6 laboratory manipulation cases, 4 field trial proposals, and 1 commercialization case Evaluating 5 import applications for GM soybean grain (FFP purposes) The TAC’s recommendations will be presented at the upcoming National Biosafety Committee (NBC) meeting, reinforcing Pakistan’s commitment to biosafety compliance and sustainable agricultural progress.
